Why do we need Measure S?
Our schools are proud to serve students across Temecula, Murrieta, French Valley, Winchester, and Riverside County. To maintain our track record of academic excellence, we must ensure our facilities match the caliber of our students and educators. While our schools are beautifully maintained, many classrooms are now entering their fourth decade. Measure S allows us to transition from temporary portable structures into permanent, safe learning environments designed for the future.
With local summer temperatures often exceeding 100 degrees, upgrading HVAC and expanding campus shade structures is a vital step in creating healthy, high-performance environments where students can thrive.
Measure S provides locally controlled funding to deliver top-tier neighborhood schools for all students, ensuring our campuses continue to foster high academic achievement and serve our community for decades to come.
What projects will Measure S fund?

Will all Measure S funds benefit Temecula schools only?
Yes. All Measure S funding can only be used to support Temecula schools. No funds can be taken by the State or used for any other purpose.
Does TVUSD have a detailed plan for the use of Measure S funding?
Our District completed a transparent public Facilities Master Plan, updated this year, to identify the needs of every school. The full plan is available to review at https://www.tvusdplan.org/.
Will any Measure S funds be used for administrator salaries or pensions?
No. By law, funding from Measure S can only be used to repair and upgrade local school facilities. No funds can be used for operating expenses, including administrator salaries and pensions.
How much would Measure S cost?
Measure S will generate $215 million at $20 per $100,000 of the assessed home value to provide locally controlled funding to repair and upgrade Temecula Schools.
Could a school facilities bond help TVUSD qualify for state matching funds?
Yes. Funds from a measure could be used to help TVUSD compete for State matching funds that would otherwise go to other school districts. The State passed a school facility bond in 2024, which provides additional dollars to improve school facilities, however, TVUSD cannot access these funds without local matching dollars.
What is the difference between assessed value and market value?
The cost of bond measures is based on the assessed value of properties. The assessed value of a property is based on the original purchase price and may not increase by more than 2% a year, while the market value tends to grow at a much faster rate based on market conditions. Thus, the assessed value is usually much lower than the market value, especially if a property was purchased long ago at a much lower price than it could be purchased for today. It is this lower assessed value upon which the cost of Measure S is based.
Haven’t we already passed a bond measure?
In 2012, voters in TVUSD approved Measure Y in November 2012 to allow the District to fund upgrades and improvements to neighborhood schools. However, Measure Y was never intended to cover all the required repairs and upgrades.
Are senior exemptions available for Measure S?
By state law, no exemptions may be provided for bond measures. However, the cost of Measure S is based on the assessed value of a home, not the market value. Assessed value is based on the original purchase price of a home. The longer a home has been owned, the lower the assessed value is compared to the market value. Typically, the older homeowners who have owned their homes the longest pay the least for bond measures.
I don’t have children attending local schools. How does this impact me?
Whether or not you have school-age children, supporting quality education is a wise investment. Good schools improve the quality of life in our community and protect the value of our homes.
When can we vote on Measure S?
Measure S will be on the November 3 ballot. All registered voters within the Temecula Valley Unified School District boundaries will receive a ballot by mail in early October. Your vote is critical to continue supporting our local schools. As soon as you receive your ballot, please vote YES on Measure S and return it right away.
What level of support is required for Measure S to pass?
At least 55% of those voters who cast a ballot on Measure S must vote “Yes” in order for Measure S to be approved.
